Prince George's County has gone polystyrene (commonly referred to as "Styrofoam") FREE!

Lots  of new laws affecting how we do business and how we live harmoniously with our environment.

Just in case you have not been keeping up, I am sharing with you one of those laws in hopes that you will review it and start applying it to your everyday life.

Here is what has changed:

Starting July 1, 2016, polystyrene (commonly referred to as "Styrofoam"), polystyrene loose fill packaging (also known as "packing peanuts") and other foam articles are not permitted for sale or use in Prince George's County.

Why the Ban?

To reduce the amount of polystyrene waste entering the landfill and local waterways, the County is requiring the use of non-foam food packaging products that are environmentally-friendly and for everyone to be "Foam Free in PGC."

Examples of Single-Use Foam Packaging that Cannot be Sold or Used

Food containers

Hot and cold beverage cups

The Law Does Not Apply To:

Food and beverages filled and sealed in foam containers prior to receipt by the food service business

Foam packaging for raw, uncooked or butchered meat, fish, poultry or seafood for off-premises consumption

What Can be Used or Sold?

There are many non-foam food packaging alternatives. Some examples include recyclable and compostable containers that are rigid plastic or paper-based. View a list of vendors that offer alternative and compliant products.

Who is Affected?

Businesses located in Prince George's County that sell or use foam products to provide food or beverages at any time are regulated by the ban. (Including, but not limited to the following.)

Cafes and delicatessens

Cafeterias

Coffee shops

Convenience stores

Discount stores

Dollar stores

Fast food restaurants

Food carts or trucks

Full and limited-service restaurants

Pack and ship stores

Retailers and wholesalers selling disposable dishware, storage containers, packing materials and polystyrene products

Shippers

Supermarkets and grocery stores

Enforcement

Warnings will be issued for the first violation.

A $250 fine will be issued for the second violation and a $1,000 fine for the third violation within a 12 month period.

Each day a violation exists is a separate offense.

DEGRADED CELLULAR SERVICE FROM SPRINT IMPACTING 9-1-1 CALLS

SPRINT SERVICE IMPACTING 9-1-1 CELLULAR CALLS

Bowie, MD – Citizens in the Metropolitan Washington area utilizing cell phone service on the Sprint network are reporting problems contacting their local 9-1-1 centers. Prince George’s County Public Safety Communications (9-1-1 Center) has confirmed that the Sprint outage is affecting service in the County. Sprint is aware of the issue and is working diligently to restore 9-1-1 network services. 

This is a Sprint cellular provider problem NOT a problem at Prince Georges County 9-1-1.

Until Sprint 9-1-1 services are completely restored, please help us to minimize the impact of the outage:

• Do not contact 9-1-1 to test your cell phone or for any reason other than to report an emergency.

• Contact 9-1-1 immediately if you have an emergency.

 If you are unable to reach 9-1-1 via a Sprint cell phone you should: 

• Use a cell phone with a different service provider to call 9-1-1 if available.
• Use a wired phone to call 9-1-1 if available.
• Call or go to your local police or fire station to report an emergency if it is close by.
• Flag down a police officer or firefighter to report an emergency. 

Prince George’s County Public Safety Communications staff will continue to work closely with Sprint representatives as they work to repair their network services as soon as possible.

We appreciate the cooperation of our citizens as we work through this critical time and we will ensure that timely notification is provided when the problem is resolved. Citizens are encouraged to direct any questions or concerns to their Sprint provider.

Community Meeting on Race Relations, Policing, and Mount Rainier

A community meeting on community relations (racism, policing, etc.) has been called for WEDNESDAY, July 27, 2016, at 7:00 pm at the Joe's Movement Emporium. 

As a resident, employee or someone that is concerned about this issue, I am inviting you to come out, and speak out on these matters. Some of you can talk about this based on your experiences here in Mount Rainier.

I am also ASKING that you invite your friends who know about these issues, have some concerns about these issues or just want to make Mount Rainier a better place to live to come out and let your voices be heard.

This community meeting will not be a one-time gathering. It is my goal that we continue this dialogue and that it leads to REAL CHANGE in our community. Working together, we CAN DO IT!

Don't forget to make copies and pass it on to your neighbors and other Mount Rainier residents.

The National Weather Service (NWS) has issued a heat advisory for all areas of the county. Heat Index Values 100-105 are expected, with the highest values occurring from 12 noon to 8 P M.  These values indicate the level of discomfort felt by high temperatures. This email contains important emergency recommendations

Signs of Illness

The Prince George’s Office of Emergency Management recommends these CDC Guidelines for extreme heat:

Signs of Heat Exhaustion include heavy sweating, weakness, cold/pale/clammy skin, fast/weak pulse, nausea or vomiting, and fainting. If you experience these symptoms, move to a cooler location, lie down and loosen clothing while applying wet cloths to as much of your body as possible, sip water.

A more severe illness, Heat Stroke is caused by high body temperatures (above 103° F) and includes symptoms such as hot, red, dry or moist skin, as well as rapid and strong pulse. If you or someone else experience these symptoms, CALL 911 IMMEDIATELY, this is a medical emergency. Move the person to a cooler environment, reduce their body temperature with cool cloths or even a bath.

As your attention is drawn to an issue that has and will continue to plague our society takes center stage, OUR COUNTY COUNCIL is moving forward to passing a bill that will expand the current COUNTY COUNCIL from  the current NINE (9) to ELEVEN (11).

The PUBLIC hearing on this bill is scheduled for TODAY, July 11, 2016, at 7pm, at the County Administration Building in Upper Marlboro, MD.  If you cannot attend this hearing, PLEASE contact your County Council representative.  To make sure that you are heard, CONTACT all of them.  Their names and email addresses are listed at the end of this post.

My constituents that have contacted me are totally opposed to this bill.  Their position, which is the same as mine, is that this is another attempt by those sitting on the current County Council to extend their power and influence beyond what has been provided by the County Charter.

They would find the bill less offensive had those currently sitting not be eligible to run for the two new positions; that the County Council had not increased their salaries to more than $100,000; had the current sitting Council brought their recommendations to their constituents before taking self-serving actions to promote and pass the bill; had there been no County budgetary deficits, layoffs, etc.; or attempts to  increase county taxes by 15% under the pretense of improving education.  In addition, my constituents would like to know where would the funding come from to pay for two new council positions' salaries, benefits, staff, salaries, and other amenities that come with the positions.

CHANGES IN MARYLAND LAWS that you need to know about!

New Laws That Take Effect in MD this Month

There were hundreds of bills that passed the MD legislature this year. Here are some of the most significant laws that take effect this month.

Minimum Wage – It goes up to $8.75 throughout Maryland this month and increases to $9.25 in July 2017. The minimum wage in Prince George’s County is $9.55 and increases to $10.75 in October (in DC it is $11.50).

Retirement Plans – A state-sponsored retirement savings plan goes into effect. IRAs will be created for private sector employees who don’t have access to a workplace savings program with their employer. Employees would need to make the contribution and can opt out of the program. The law applies to employers using an automated payroll system who don’t already offer a retirement program.

Birth and Death Certificates - Cost is reduced from $24 to $10.

Powdered Alcohol – An already existing ban will be extended two years until June 30, 2018.

Teacher Retention – In order to better train new teachers a Teacher Induction, Retention and Advancement Program is established for first-year teachers in challenged schools who will be given 20% more non-teaching time for planning, observation of other teachers and working with experienced teachers. Also a state matching stipend for teachers who hold National Board Certification was increased from $2,000 to $4,000.

Transportation – MD will have a new scoring system to prioritize transportation projects. Hopefully, this will take some of the politics out of decision making on which projects to fund.

Gas Tax – Increased by nine-tenths of a cent to 33.5 cents. This is an automatic increase as a result of legislation passed in 2011. The gas tax each year is adjusted to the rate of inflation.

College Students and Voting – Public colleges and universities must add a voter registration link on the home pages of their course registration websites.

College Students in Debt – Students who owe less than $250 to the school cannot be barred from registering for a class.

Fracking (Prince George’s County Law) – Fracking is banned in Prince George’s County.

Program Open Space Funding – $60 million dollars which were taken from the Open Space Program to balance the budget will be returned over the next two years.

Styrofoam Ban (Prince George’s County Law) – Effective July 1, polystyrene (commonly referred to as Styrofoam), polystyrene loose fill packaging (also known as "packing peanuts") and other foam articles are not permitted for sale or use in Prince George's County. The purpose behind the ban is to reduce the amount of polystyrene waste entering the landfill and local waterways. The County requires the use of non-foam food packaging products that are environmentally-friendly.

WINGS ELECTIONS IN OCEAN CITY

WINGS is seeking nominations for the following positions. The Election will be held during the business meeting portion of the First Annual Breakfast:

Two of our current officers (Vivian Jackson and Doreatha Epps) have decided to step down from their positions after having served for the past three years. If you are looking for a way to get involved in WINGS, consider serving in one of the offices above. It is not too late to get involved and MAKE A DIFFERENCE.

What's involved?

Two face-to-face meetings a year (MML's Summer Convention and MML's Fall Conference)

Monthly teleconferences on the third Thursday of each month at 6:30 pm (subject to change at the first organizational meeting following the elections in Ocean City). The teleconferences usual last about 1.5 hours but could last 2 hours.

Vice President works with and assists the President and is responsible for hosting the teleconferences when thePresident is not available.

Secretary is responsible for taking action minutes and reporting them back to the membership for the annual and fall meeting of the organization. The Secretary also takes minutes and notes of the teleconference meetings.

Treasurer is responsible for all financial transactions (dues, revenue, expenses, and reconciles bank statements) of WINGS and keeps the official membership roster of paid members.

Member-at-large is responsible for working with each of the Chapters to make sure that information is being disseminated; meets with Chapter Representatives as necessary to answer questions and share information.

The Historian is the keeper of WINGS history. This is a very important function since so much of WINGS history has been lost over the years. WINGS Executive Committee has decided to have all old information scanned to the clouds so that it is available to everyone, but especially to the officers and future generation of women.

Chapter Representative are from each of the MML Chapters and are responsible for recruiting members, sharing information about WINGS, providing information about the success of women in municipal government, identifying women running for office, and other information that will spotlight women and their accomplishments.

WINGS will be ONLY as strong as YOU make it!

Sexual Harassment Prevention in the Workplace

The Maryland Commission on Civil Rights & the Prince George’s County Human Relations Commission invite you to attend this interactive and information workshop on Sexual Harassment Education/Prevention in the Workplace.

The training workshop will focus on sexual harassment laws, prevention and employer liability.  We will discuss types of sexual harassment, current statistics, case examples, common workplace scenarios, best practices to prevent and respond to sexual harassment...and answer your questions!

Many employers require their employees to attend regular sexual harassment prevention training each year.  This course is ideal to fulfill that requirement for employers, managers, supervisors, human resource & employee relations staff as well as any employee in the private, non-profit and/or public sector.

Parking is FREE!  All attendees will receive a Certificate of Attendance at the end of the workshop.

Workshop instructors include staff and attorneys from the Maryland Commission on Civil Rights.

THE PEACE PARADE IS COMING JUNE 17, 2016 at 8:30 am

For the past twenty-eight years, Mount Rainier Elementary has celebrated 100 days of peace at the end of each school year.  This parade is not about saving the world or world peace.  This peace parade is about helping students and teachers and those coming in contact with the school to develop peaceful attitudes and behaviors and to carry that attitude with them every day into the world in which they live.

This tradition was started by Mr. Philip Cantana, the former principal at Mount Rainier. The tradition has been continued by each succeeding principal.

The community looks forward to this event and supports this school activity.  YOU can too.  This year, Mount Rainier Elementary's Peace Day Parade is scheduled for June 17, 2016, at 8:30  am.  

You may walk in the parade, stand on the sideline and just watch it or you can get as excited as I do and cheer all of those elementary school children on as they demonstrate their pride in being peaceful and celebrating a twenty-eight year tradition at  their school!

To serve on the WINGS Board, you MUST be dues paying member. Your dues must be current at the time of the Annual Meeting in Ocean City.

You may nominate yourself or be nominated by someone else for any office in WINGS including Chapter Representative so long as you agree to serve.

Minimum requirements as an officer are to participate in monthly telemeetings and have an active role in planning the Summer and Fall Conferences.

If each MML Chapter is not represented on WINGS’ Board, WINGS will solicit a representative from the Chapters. WINGS Chapter Representatives will also serve for two years and may be re-elected at the end of their terms.

Proposed Bylaws Changes

WINGS Executive Committee will be proposing to the membership the following Bylaw changes:
1. WINGS will change its membership base to include municipal women from across the State of Maryland
2. To increase membership and participation in WINGS decision making, that there be one woman elected by WINGS membership or appointed by their chapters to serve on WINGS Executive Board and participate in monthly board meetings.
3. That WINGS will seek to ensure representation from across the State of Maryland on its Executive Committee.

Mount Rainier's FY2017 Budget PASSED

Last night, June 7, 2017, the City of Mount Rainier passed its annual budget.   According to Maryland law, the 157 municipalities must pass their budgets by June 30 of each year.  This year's budget has a few changes about how money was allocated, and will probably be adjusted throughout the year based on actual revenues and spending.

As with all budgets, the City's budget is an estimate of income and expenditure for a set period of one year.  Revenues and spending may vary.  Some line items may be under budgeted while others may be over budgeted.   However, a lot of homework and time is spent checking with appropriate funders to get the most accurate information on our revenue stream.  With that information, the City Manager and staff develop a projection of expenditure based on the past and future needs.  Mayor and Council then take the proposed budget and determine whether or not it meets the City's needs, goals, and expectations.  Lots of debates, discussions, and consensus occur during this phase of budget development.  Public hearings are held, and more changes are made.

In the final stage, corrections are made to the initial draft, and an ordinance is prepared that requires two public readings.  At the very end of the process, the budget is passed, and in place for the upcoming fiscal year on July 1, 2016.

Many thanks to the staff for the work that they've done to put together a strong budget for 2017.  KUDOS to the Council for being creative, receptive, and professional in the development of this year's budget.

The Prince George's County Public Schools (PGCPS) Student Transfer Season Window closes FRIDAY!PGCPS will accept student transfer requests for the 2016-2017 school year from May 9 through June 10, 2016. 

Parents and guardians can submit transfer requests electronically through the SchoolMax Family Portal. Portal access is limited to parents and legal guardians. Electronic transfer requests are only accepted from students enrolled in PGCPS.

The Office of Student Records, Transfers and Archival Services will not accept transfer requests to schools that exceed state-rated capacity. Click here to view a list of schools eligible to receive transfer students.
